Meaningful Use Coordinator

Vision: The seamless integration and effective use of health information.

Mission: To improve the quality of patient care and population health in Los Angeles County through the meaningful use of secured health information.

Goals: Provide technical assistance and information to help healthcare  providers successfully navigate required electronic reporting.

Meaningful Use for Public Health:
 Immunization Registry Reporting: Eligible providers and hospitals administering immunizations during the reporting period and interested in submitting EHR HL7 2.5.1 data to meet meaningful use Stage 1 or Stage 2 may do so by registering with the California Department of Public Health HIE Gateway at 

As of July 1, 2016, the California Immunization Registry (CAIR) has declared its readiness to meet the Stage 3 meaningful use immunization measure. If submitters are interested in meeting the Stage 3 meaningful use immunization measure in 2017, please visit for further information.

Syndromic Surveillance: Los Angeles County Department of Public Health (LACDPH) is not currently accepting, and has never accepted, syndromic surveillance data reporting from eligible providers. If you are an eligible provider, please take the exclusion for this measure. Only eligible hospitals that are currently participating in the LACDPH Syndromic Surveillance project and are looking to upgrade their connections to HL-7 2.5.1 should email for further assistance.

 Electronic Laboratory Reporting (ELR): Eligible hospitals who wish to participate in ELR to LACDPH for meaningful use should register with the California Department of Public Health HIE Gateway ( to submit HL7 2.5.1 data.
