CROSS CONNECTION AND WATER POLLUTION CONTROL PROGRAM
Any individual in Los
Angeles County engaged in the business or occupation of
testing, repairing or installing backflow prevention
devices must become a Certified Backflow Tester. The
certification process and monitoring of testers is
performed by the Cross Connection and Water Pollution
Control Program.
To become a Certified
Backflow Tester, an individual must take and pass a
practical examination every two years. They are
required to demonstrate their ability to test double
check valve assemblies, test reduced pressure principle
backflow prevention devices, inspect pressure type
vacuum breakers, and evaluate spill resistant pressure
vacuum breakers. Upon successful completion of the
examination, the certification is valid for a two year
period. To qualify for the examination, an applicant
must have the necessary knowledge to test backflow
prevention devices and either be employed by a
California State Licensed Contractor or possess a State
Contractor’s License.
Upon receipt of backflow
tester application and fee payment, an examination date
will be scheduled. Exams are administered approximately
three times per month, on Wednesdays, in the Backflow
Testing Laboratory at the Environmental Health
administrative headquarters in Baldwin Park.
The fee for taking the
Certified Backflow Tester Examination is $340.
The biennial review fee
is $340.
