A variety of laws and standards that are in place can help to prevent transmission of hepatitis B to infants.
When parents refuse to allow the hospital to provide the birth dose of hepatitis B vaccine and HBIG (when needed), this may be considered medical neglect. Under the Section 300(b) of the California Welfare and Institutions Code and Section 11165.2 of the California Penal Code, this can be reported to Child Protective Services.
