By State regulation, HIV infection has become a reportable condition in California. This requires laboratories, health care providers, and counseling and testing providers to report all cases of HIV infection to their local health department. This new reporting requirement is necessary both to better monitor the epidemic and because future funding for local AIDS treatment and HIV prevention services will soon be allocated according to the number of HIV cases reported.
This HIV surveillance activity begins on July 1, 2002. Unlike AIDS case reporting, HIV case reports and laboratory notifications do not include personal-identifying information. Health care providers and laboratories instead use a non-name code that consists of 4 components: Soundex (an algorithm to convert a surname to an alphanumeric code), an 8-digit date of birth, a 1-digit code for gender, and the last 4 digits of the social security number (SSN). Health care providers are responsible for providing the client's surname, date of birth, and gender when submitting laboratory requisitions for any test used to identify HIV, a component of HIV, or antibodies or antigens to HIV.
