Onsite Wastewater Treatment System (OWTS)

The Los Angeles County Code defines parameters for the effective percolation of wastewater effluent through the soil. Properties that conform to the established parameters may be approved for installation of an Onsite Wastewater Treatment System (OWTS). The Land Use Program staff review submitted work plans, review historical records, perform site inspections, and coordinate with other County and/or City Departments.

Non-Conventional Onsite Wastewater Treatment System (NOWTS)

The Los Angeles County Code defines parameters for the effective percolation of wastewater effluent through the soil. Properties that conform to the established parameters may be approved for installation of an Onsite Wastewater Treatment System (OWTS). In some areas of the County, percolation absorption rates exceed the parameters. In these areas, the property owner may apply for approval of a Non-Conventional Onsite Wastewater Treatment System (NOWTS). The Land Use Program staff reviews work plans and required covenants, coordinates with other County and/or City Departments, and performs installation inspections prior to final approvals.

Local Agency Management Program (LAMP) Cities

Cities must adopt the appropriate sections of the Los Angeles County Health and Safety Code (Title 11) and the Los Angeles County Plumbing Code (Title 28) before entering a Memorandum of Understanding (MOU) with the County to be covered under the LAMP’s provisions and restrictions.
