Housing

The Environmental Health Division is responsible for ensuring that residential housing is safe, sanitary, and fit for human habitation. This is accomplished through routine inspections of rental property with 5 or more units and investigations of complaints involving any housing sites.

The Division has enforcement authority for all unincorporated areas of the county and in all cities except for Long Beach, Pasadena, and Vernon.

Conditions addressed include, but are not limited to:

  • Green pools / Mosquito breeding at private residences
  • Sewage discharge
  • Insect or Rodent infestations
  • Damaged walls, floors, ceiling, roof
  • Lack of hot/cold water
  • Clogged, leaking or inoperable plumbing fixtures
  • Lack of maintenance (heating, lighting, electrical, ventilation, swimming pools)
  • Lead and Mold Hazards
  • Unsanitary conditions (trash accumulation, animal droppings)

  • District Surveillance & Enforcement Program – Routine inspections and complaint investigations at apartments, condominiums, homes, markets, restaurants and laundries
  • Housing and Institutions Program – Inspections at hotels, motels, transient housing, private schools, licensed day care, and adult and juvenile detention facilities
  • Land Use Program – Inspection of hotels, motels, organized camps, and recreational cabins in the remote areas of Los Angeles County and Catalina Island
  • Lead Program – Investigation of unsafe lead work complaints at housing sites built before 1978
