LAND USE PROGRAM

Nonconventional Onsite Wastewater Treatment Systems (NOWTS)

The Los Angeles County Code defines parameters for the effective percolation of wastewater effluent through the soil.  Properties that conform to the established parameters may be approved for installation of a Onsite Wastewater Treatment System (OWTS).   In some areas of the County, percolation absorption rates exceed the parameters.  In these areas, the property owner may apply for approval of a Non-Conventional Onsite Wastewater Treatment System (NOWTS).  The Land Use Program staff reviews work plans and required covenants, coordinates with other County and/or City Departments, and performs installation inspections prior to final approvals.
