The District Surveillance and Enforcement Branch (DSEB) inspects restaurants and food markets, apartments with 5 or more units, condominiums and associated swimming pools, temporary food facilities at community events such as fairs or carnivals, pet food stores, food warehouses, theaters, and self-service laundries. The Branch also handles general sanitation complaints such as refuse, sewage, and green pools, at private or commercial properties. The DSEB team, also known as health inspectors, inspect restaurants, caterers, food markets, and food booths at community events to make sure that the food provided for human consumption is safe, wholesome, and free of contamination. Inspections focus on food safety practices and determining compliance with the health and safety code requirements for safe food temperatures, safe food handling, employee hygiene, an adequate supply of water and hot water, and the business is maintained clean and free of vermin (i.e. cockroaches, rodents). Health inspectors visit multiple family dwellings annually (i.e. apartment buildings with 5 or more units), and swimming pools and spas associated with these buildings to make sure that residential housing within Los Angeles County is safe, sanitary, and fit for human habitation. Health inspectors inspect apartments for health code violations such as vermin (i.e. cockroaches, rodents), lead paint hazards, and lack of maintenance (i.e. electrical, plumbing, structural). District Surveillance and Enforcement (DSE) is also responsible for ensuring that the following sites are inspected and conform to all applicable laws:
- Coin-operated laundries
- Animal food stores
- Public school cafeterias
- Theaters and public gathering places
- Vacant lots and community public health concerns and nuisances (on a complaint basis)
- Food warehouses
- Retail tobacco facilities in the unincorporated area of the county
